For athlete's health -------------------------------------------------------------------------------- Time ripe to consider daylight saving 6/18 ELMO TOPIC OHOBA Masaichi Nosaka With summer looming, debate has reignited over daylight saving time, or summer time, in which clocks are set forward by one hour to capitalize on the longer daylight hours. The issue has gained greater attention because a cross-party group of lawmakers from the Liberal Democratic Party, New Komeito and the Democratic Party of Japan is looking at submitting a related bill, while the Hokkaido government plans to join a daylight saving experiment to be conducted by the Sapporo Chamber of Commerce and Industry this summer. However, several surveys have revealed deep-rooted opposition to the introduction of daylight saving time. As a result, it is unclear whether there will be progress on the issue. Daylight saving time, which aims to make better use of the extended daylight hours in summer, is currently used in about 80 countries, including the United States and European nations. I experienced daylight saving time when I was in the United States several years ago. I remember people enjoyed spending time with their families after coming home from work in the evening because it was still light. Due to the time difference between the United States and Japan, I worked late at night in order to communicate with the Tokyo office. I felt I was working rather longer than from early morning to late at night. To be honest, I had the impression that people's views on daylight saving time are determined by their working hours. Under the bill drafted by the suprapartisan group, clocks are to be set forward by one hour on the last Sunday of March and wound back one hour on the last Sunday in October. The measure aims to reduce the use of energy on lighting and air-conditioning in the morning and evening, as well as decreasing greenhouse gas emissions and improving quality of life. The introduction of daylight saving time in Japan was discussed several times following the oil price shocks of the 1970s. But due to persistent opposition, the debate stalled. This time, because of the confrontation between the ruling and opposition parties in the Diet on other issues, there is no chance of a bill on daylight saving time being submitted. Nevertheless, there is no doubt that interest in the issue is growing among the public. According to a survey conducted by the Japan Institute for Social and Economic Affairs, 22 percent of 3,919 respondents strongly supported the introduction of daylight saving time, 26 percent said they were somewhat supportive and 16 percent said they were lukewarm toward the idea, meaning that 64 percent were basically in favor. On the other hand, 19 percent were strongly opposed to daylight saving time and 10 percent said they were against it, while 7 percent expressed no preference. When those in favor were asked to give their reasons in multiple-choice responses, 70 percent selected "It will save energy" and "It will be a chance to change lifestyles and help combat global warming." Among those against, 58 percent selected "It may increase working hours," 54 percent chose "There is no need for it" and 43 percent selected "It will be troublesome." A survey conducted by the Cabinet Office last year had similar results, with 60 percent in favor and the remaining respondents either against or cautious about the concept. This indicates that persuading those concerned about longer working hours may be a major hurdle to introducing daylight saving time. The government's "no tie, no jacket" campaign started this month. Based on the Kyoto Protocol that went into effect in February, the campaign is aimed at reducing greenhouse gas emissions by persuading firms to set their air conditioners at 28 C. To promote the campaign, Prime Minister Junichiro Koizumi made a public appearance wearing a kariyushi, a traditional Okinawan light shirt. If the campaign takes hold, more firms and households will become aware of the importance of taking action against the greenhouse effect, and there will be a shift to more leisurely lifestyles. This will increase the momentum for the introduction of daylight saving time. The best time to discuss the issue appears to be approaching, with midsummer on its way.
