Japan's population declines by 19,000

The total population of Japan, including everyone who has been a resident longer than three months, fell to 127.76 million as of Oct. 1 for the first drop in the postwar period, the government said Tuesday.
Census records have been kept since 1920, and the only other decrease -- in 1945 -- is considered an exception by statisticians.

The total population figure "represents a decrease of 20,000 people compared with one year ago," Chief Cabinet Secretary Shinzo Abe said. "We can consider that our country is now entering a phase of population decrease."

According to the Internal Affairs and Communications Ministry, with the exception of 1945, it was the first fall in the population since the government began taking a national census and giving annual population estimates.

The figure of 127.76 million is a preliminary result of October's 2005 national census. Abe was comparing it with the government's estimate for the population last year.

The census is conducted every five years. It includes foreign residents who had been living here for more than three months as of Oct. 1 of the reporting year.

According to the preliminary 2005 figures, there were 62,340,000 men and 65,420,000 women, which translates into a ratio of 95.3 men to every 100 women. This indicates the gender gap in terms of average life span has widened from the previous census in 2000.

Thirty-two prefectures posted falls in population since the 2000 census.

The 15 prefectures that posted increases include Tokyo, Kanagawa, Aichi and Okayama.

On Dec. 22, the Health, Labor and Welfare Ministry gave a separate population estimate that shows the first natural decrease of Japanese nationals on record. That figure is an estimate of the total population of a given year based on the number of births and deaths only of people with Japanese citizenship.

Using the latest data released by the health ministry and the more wide-reaching data from the census, the government adjusted its estimate of the population as of October 2004, which turned out to be 19,000 more than the figure for Oct. 1 this year.

Abe said there is no cure-all for the problems that can be expected to result from a shrinking population caused by fewer births.

"We have to combine policy measures in a comprehensive manner," he said, adding that an advisory panel will submit policy recommendations to the government in June.

In general, if there is no increase in productivity, the size of a country's economy will shrink in accordance with its population.

In addition, an aging society combined with fewer births will increase a country's welfare costs.

If the current population continues to fall and everything else remains constant, the size of the population is projected to drop to 64 million in 2100 from 127.7 million in 2006, according to a 2005 annual paper on the declining birthrate.

今年最後のESSです。ふるって御参加ください。

最近の女児の殺害等、性犯罪対策が色々考えられていますが、
その一つとして、アメリカの一部やフランスで取り入れられつつあるGPS装置の取り付けについてディベートしたいと思います。

Court Fines NYC Transit Union $1M a Day
NEW YORK - Commuters trudged through the freezing cold, rode bicycles and shared cabs Tuesday as New York's bus and subway workers went on strike for the first time in more than 25 years and stranded millions of riders at the height of the Christmas rush. A judge slapped the union with a $1 million-a-day fine.

The sanction was levied against the Transport Workers Union for violating a state law that bars public employees from going on strike. The city and state had asked that the union be hit with a "very potent fine."

"This is a very, very sad day in the history of labor relations for New York City," State Justice Theodore Jones said in imposing the fine.

The union said it would immediately appeal, calling the penalty excessive.

The strike over wages and pensions came just five days before Christmas, at a time when the city is especially busy with shoppers and tourists.

The heavy penalty could force the union off the picket lines and back on the job. Under the law, the union's 33,000 members will also lose two days' pay for every day they are on strike, and they could also be thrown in jail.

The courtroom drama came midway through a day in which the walkout fell far short of the all-out chaos that many had feared. With special traffic rules in place, the morning rush came and went without monumental gridlock. Manhattan streets were unusually quiet; some commuters just stayed home.

The nation's biggest mass-transit system ground to a halt after 3 a.m., when the union called the strike after a late round of negotiations with the Metropolitan Transportation Authority broke down. The subways and buses provide more than 7 million rides per day.

New Yorkers car-pooled, shared taxis, rode bicycles, roller-skated or walked in the freezing cold. Early morning temperatures were in the 20s. Mayor Michael Bloomberg joined the throngs of people crossing the Brooklyn Bridge by foot.

"Hey, can I get a ride?" Jay Plastino asked a neighbor near his home in the northern tip of Manhattan. Plastino, who was headed to his midtown job, was angry at the union: "This is a big city. Don't they realize that?"

By Tuesday's evening rush hour, crowds were thick at both Penn Station and Grand Central Terminal as commuters waited for trains on the two suburban rail lines, where ridership had soared earlier in the day. The Long Island Rail Road, operating out of Penn Station, carried 50,000 more passengers above its usual 100,000.

Gov. George Pataki said the union acted illegally and "will suffer the consequences." But union attorney Arthur Schwartz accused the MTA of provoking the strike.

No negotiations were scheduled between the two sides, although a mediator from a state labor board was meeting with both union and MTA officials Tuesday afternoon.

The MTA asked the Public Employment Relations Board to formally declare an impasse, the first step toward forcing binding arbitration of the contract, said James Edgar, the board's executive director.

It was the city's first transit strike since an 11-day walkout in 1980, which happened in much warmer April weather. The effect this time, however, was tempered by the advent of personal computers, which enabled many commuters to stay home and work via the Internet.

Others boarded water taxis along the Hudson River, or jumped into carpools. Many lined up in the cold to await private buses arranged by their employers, or shared yellow cabs with strangers. There was a minimum $10 fee for cab riders.

"The city is functioning, and functioning well considering the severe circumstances," the mayor said. The union "shamefully decided they don't care about the people they work for, and they have no respect for the law. Their leadership thuggishly turned its back on New York City. This strike is costing us."

Jack Akameiza, 66, was trying to figure out a way to go the nine miles from Manhattan to Coney Island. "I cannot go to work," he said. "I cannot take care of my family."

Some commuters were upset at the union, others with management. Some, as they made their way to work, blamed both sides.

"It's two arrogant groups not caring that 7 million people are inconvenienced," said Kenny Herbert, 45, of Brooklyn, who took the train to work Monday night but needed a water taxi across the East River to get home.

On the picket lines, transit workers expressed outrage at the MTA.

"We're tired of being treated like we're the garbage of the city," said Angel Ortiz, 32, standing on the Bronx-Manhattan border with hundreds of other striking transit workers beneath an elevated rail line that carried no trains.

The International TWU, the union's parent, had urged the local not to go on strike. Its president, Michael O'Brien, reiterated Tuesday that the striking workers were legally obligated to resume working. The only way to a contract, he said, is "not by strike but continued negotiation."

The first day of the strike was expected to cost the city $400 million in revenue, with an additional loss of $300 million per day afterward, according to the city comptroller's office. Countless stores and restaurants were affected.

The mayor put into effect a sweeping emergency plan, including a requirement that cars entering Manhattan below 96th Street have at least four occupants.

Lorraine Hall came to New York expecting a lighthearted celebration of her 65th birthday, but the lack of mass transit put a damper on the occasion. She was determined to make the best of it until her departure on Friday.

"I didn't come up here to sit in a hotel room, and as long as my two feet are letting me push it, I'm going to push it," said Hall, who lives in Lancaster, S.C.

The union said the latest MTA offer included annual raises of 3 percent, 4 percent and 3.5 percent. Pensions were another major sticking point in the talks, particularly involving new employees.

"Were it not for the pension piece, we would not be out on strike," union President Roger Toussaint said Tuesday in an interview with the New York-based all-news channel NY1. "All it needs to do is take its pension proposal off the table."

The contract expired Friday at midnight, but the two sides had continued talking through the weekend.

　今年も残すところ、1ヶ月をきりました。年末年始、大掃除・年賀状作りと、忙しい時期になりますが、
体調を崩さぬよう、お気をつけ下さい。
皆さんにとって、今年１年はいかがでしたでしょうか？有意義な年になったでしょうか？
今年１年、ESS&エルモに多大なるご協力・ご理解有難うございました。
来年もまた、ESS・エルモを宜しくお願い申し上げます。

　二橋　翠さんアメリカ日記（11月）からのスタートです。　

こんにちは。気がつけばもう１１月で、今年も残すところあと２ヶ月になりました。時間の過ぎるはやさに驚く毎日です。みなさんはいかがお過ごしですか？
先月の日記で少し話した免許のこと。無事、筆記テスト（日本語）は満点で合格しました♪ご存知の方も多いと思いますが、アメリカは筆記テストを合格すると路上で免許所持者となら運転の練習をしてもいいという許可書をくれます。日本ではペーパードライバーの私。しかも、右側運転。友達の車を借りて練習をするのは傷をつけそうで怖いので、まずは自分の車を探し中。もちろんused carを買う予定なのですが、なかなかいいのが見つかりません。Used carは日本のようにディーラーショップか新聞やネットで個人から買う方法があります。マイルがいき過ぎていたり、メンテナンスに問題があったり・・車を買うのも初めてなのですが、中古車を買うのは気をつけなきゃいけないことがたくさんあるんだなぁと思いつつ今年中には冬休みに入る前までには見つけたいと思っています。やっぱり車は日本車です！トヨタとホンダが一番多く見かけます。ブランド名が強くて安心感のある日本車は、卒業後また車を売りたい私にはもってこいなのです。でも、フレズノってアメリカで一番車の盗難が多いのだそうです・・・気をつけなければ！
さて話は変わりますが、昨日はAsian American studyの１時間半のグループプレゼンとエッセイ締め切りでした。終わって一安心♪私のグループはインドと日本の文化について。お寿司やおもち、インドのお菓子などもクラスメートに配ってアテンションをひき笑、いいプレゼンができたと思います。このクラスはいろんなアジア出身の学生が多くて、いろんなアジアの国のことを知れて興味深いクラスなのです。フレズノにはモン民族といわれる人種がとっても多いのですが、彼らは1980年ごろにアメリカに移民をし始めた人たち。幼い頃に台湾などの難民キャンプにいてアメリカに移ってきた同じくらいの歳のクラスメート達。私の小さい頃ととても違う、そして大変な苦労をしてきたのを知って正直ショックでした。
カルフォルニアのvalleyには、８５の人種と４０の言語が存在しているそうです。いろんなバックグラウンドをもつ人たちと触れ合う機会が多くなってきた今日この頃。正直嫌いだったフレズノも、だんだん好きになってきました。いろんな文化や人種の人たちを知ることが楽しくなってきた今、いろんな人種の混合するアメリカ、ここフレズノに来れてよかったなぁともうすぐ留学して１年がたとうとする今日この頃になって思うのです。
（12月日記）
こんにちは。気づけばもう今年も残り一ヶ月となりましたね。フレズノもここ数日で急に寒くなり、冬がやってきた！という感じです。浜松も寒くなってきたと思いますが、風邪などひいていないですか？インフルエンザが流行りだしたと聞いたのですが、気をつけてくださいね。
日本もそうだと思いますが、アメリカもクリスマスモードに入ってきました。道端でクリスマスツリー（本物）が売り出され始め、お店や大学までもクリスマスデコレーションで飾られて気分もウキウキです。そして、あと２週間で今学期も終わりなのです！慣れたからなのか今学期は先学期に比べて、とても早く感じました。
来学期の授業登録も無事に済んで、あとは・・・ファイナルとペーパーの山を乗り越えるのみ！これがとっても気が重いのですが・・
あと、ついに車をゲットしました！！日本で車を買ったことも、興味すらなかった車。中古車なので、エンジンなど買う前にチェックすることが多いのですが、私にはさっぱり。ネイテイブの男の子に車探し手伝ってもらいました。Dealerから買うと税なり高くつくので、インターネットや地域新聞で個人から買うように探して、条件は日本車（やっぱり安心だし、卒業後また買い手をみつけるのが簡単だから）で１９９７以降（２００７年卒業予定なので、その時に１０年以内になるように）で、大学の学生のdiscussion boadから２００１年の三菱の車を見つけました。今学期が始まってからすっと探していたのでようやく！って感じです。これから、オーナー登録に保険に、免許取得にやることがあるのですが、これで自由だし新しい経験ができると思うとワクワクします！最近友達の間で事故が多いので、保険にしっかり入って気をつけて運転しようと思います。
　少し早いと思いますが、この日記が２００５年最後の日記になると思うので・・・
みなさん、よい新年をお迎えください。私の日記を今まで読んでくれた方、ありがとうございます。そして来年も、日記を続けていこうと思うのでまたよろしくお願いします。

　続きまして、前回引き続きJ2天野さんからのアメリカ旅行日記（その2）です。

朝８時半頃起き今日はユニバーサル・スタジオ・ハリウッドへ向かった、この日は結構すいておりアトラクションもたくさん乗れたジュラシックパーク、バックトゥザフューチャー、マミー、ターミネーター２、シュレック、シネママジックの世界、ウォーターワールド、バックロット・トラムツアーへ行った。バックロット・トラムツアーは映画の特殊効果をやってみせてくれる、おもしろそうだったが、眠くて余りしっかり見れず残念。
アトラクションはマミー、ショーはウォーターワールドが良かった。ここでも会場と観客が一体になっていた、声を上げたりブーイングや拍手アメリカ人のテンションに圧倒された。耳の不自由な人のために字幕が使われた映像が多かった。シュレックが例えばそうだが、字幕があれば理解できたが無いと難しい、英語を耳で理解できていなく映像でしか 理解できていないのだなと思った。 夕食をみんなでレストランへ行った、そこで誕生日会をしている家族がいてすごく盛り上がっていた。 睡眠時間６時間半

ベンツのディーラーへ行く、ここでは洗車料無料コーヒーも簡単なモーニングも無料だった。さすがメルセデス、サービスが違う。ポルシェやベンツのリムジンがあったため早速デジカメで写しておいた。
ニューポートビーチへ向かう、ビバリーヒルズよりも高級な住宅があった、最低でも５億、３２億もするような家もあるらしい。次はラグナビーチ昼食をとったがエビのサラダをとったが余り臭くておいしくない、所謂アメリカ人が多くいるところは正直やはり余りおいしくなかった。次ぎにいったシールビーチはアザラシがいつも多く居るようだが今日は運悪く見れなかった。 サンディエゴに入りオールドタウンへ行く、メキシコの昔国土だったことからお土産屋にはメキシコのものが多くあった。カリフォルニアはメキシコ領だった事もあり地名もスペイン系の名が多い。例えばサンフランシスコ。 帰りにメキシコとの国境まで行く、初めて陸続きの国境を見た。スーパーに行って気がついたのだが前向き駐車が多い。駐車場が広いからだそうだ、大きい車の多いアメリカ。日本ではこの手の車だと駐車を断られるらしい。夕食はBBQ、ステーキは赤身の部分が多くもたれる事はなかった。睡眠時間８時間

今日は一日お土産屋などショッピングした。プランターのお店それからショッピングセンターここではチョコレートを買った、シーズというお店でアメリカにしかないらしい。ここでランチをとったがメキシコ料理のチリソースがあったが本当に辛い、辛いのが好きな私でも火が出そうだった。そのあとスーパーのヤオハン、
ハロウィンのお店、日本で言う東急ハンズのような雑貨屋さん。大型スーパー。日本のTV番組を置いてあるビデオ屋、睡眠時間９時間

皆忙しいため一人でテーマパークのナッツベリーへ行った。一人だからと日本でも絶叫マシーンは乗れるのでなるべくショウを見た。ミステリーロッジの煙を自在に操り語っていくものが一番良かった。アトラクションはフリーホールと木製のジェットコースターと水のジェットコースターが良かった、フリーホールははじめ少し怖いがすぐ慣れ快感になっていく。帰りにモーターショーを見た。ランボルギーニをはじめてみた。チューンナップしたフェラーリは１億するらしい。ため息が出そうだ。睡眠時間6時間

11時４５分発なので早めに家を出てＬＡの空港へ向かった。アメリカの朝は早い。高校生の娘は7時前に家を出るし大学生の娘も7時半には家を出る。大学生の娘を学校に送りそのまま空港に向かった、さすが車社会。5車線あろうが渋滞している。私たちはカープールを利用できたため渋滞にはつかまらなかったが。以前ニュージーランドに行ったときは関西空港から出たため関西人がうるさかったが今回は後ろの席の子供がうるさかった、おそらく制しても静かにならないから叱らないのだろうが、おばあちゃんと思われる女性が一緒になって遊ぶのにはどうかと思った。東京駅でグレープフルーツジュースのＭを頼んだ。アメリカサイズに少し慣れてきた私にとってびっくりするほど小さいものであった、しかしやはりおいしい。炭酸ジュースもない、やはり日本が一番住みやすい。帰りの新幹線の中で間違って喫煙席を選んでしまった。両隣の人が吸い始めたのでごほんごほんセキをしたらやめてくれたのでよかった。かえって悪かったかな？「日本についたら涼しいよ～」といわれていたが、日本の方が暑かった。Ａ氏らには今回も本当にお世話になりました、有難うございました。睡眠時間8時間

Hello all.

sorry for the late call. Here is what I have cooked up for tomorrow morning.

* If I take yours then you can take mine. does this kind of thinking
solve all problems?
* If you are into statistics then this second story will blow your mind.
* students who love their teacher, that may seem like a strange idea
but then its a welcome one.
* working conditions. And not in the usual sense, more like the
habits you have that can affect the company.
* If you are unhappy with your pay then you could always turn to
someone higher than your boss.
* Brazil is considering a new third kind of public washroom. what
could this be about?
* Mona Lisa's smile's secret has finaly been broken. wanna know what
it is?
* If the police must get involved in a fight with a mother and a
daughter then what could the fight have been about?
* while an elephant runs loose in the streets the local authorities

this will be my last class this year as I am going home to canada for
Christmas.

China is eager to become a capitalistic nation. Her economic growth is energetic and accelerating. It is a country where economic capitalism thrives in spite of political communism.

There are a lot of contradictions like there are differences between a farmer’s income and a city worker’s, shortage of energy, one-child strategy, low wage, etc.

China gives 2 ％ share of expenses to U. N, Japan gives 19 ％　Japan gives O D A to China She doesn’t admit Japan security council in U N and criticizes Japanese war responsibility.
On the other hand, our business relations are very friendly.


English proverbs（12/17,05）

諺は“A bird in the hand is worth two in the bush” （手に捕らえた一羽の鳥は、藪（やぶ）の中にいる二羽の価値がある）and “Do not count your chicken before they are hatched ”（卵がかえらない前から、ひなの数をかぞえるな、又は取らぬ狸の皮算用）です。
上記Proverbsは同じような事を示唆しているようでもあり、あるいは別の事のようでもあり、場合により解釈が異なるかも知れません。
今回は、この解釈を中心に会話を進めようと思います。
